As revealed by Sky earlier this week, Fulham had lined up a deal for Richardson who was looking to return to London for family reasons.
Richardson has now penned a three-year deal with the option of another 12 months at Craven Cottage after passing a medical and agreeing personal terms.
Fulham boss Martin Jol believes Richardson will be a valuable addition to the squad as he can play in several positions.
"Kieran is a proven top-level player, who has the versatility to play a number of positions," Jol told the club's official website.
"He will bring all-round quality which will add strength to our squad and I'm confident that he will adapt well to our style of football, and make an impact for us."
