Fletcher, who signed hours before Johnson on Friday, was in the squad for Saturday's postponed Premier League clash with Reading but the winger completed his move too late to be included.
Manager Martin O'Neill will once again be without Wes Brown (knee ligaments), Phil Bardsley and David Vaughan (both ankle).
Morecambe manager Jim Bentley could recall captain Will Haining to his starting line-up.
Haining recovered from a knock picked up in the midweek draw with York to make the bench for the loss to Port Vale on Saturday, but was an unused substitute.
Nick Fenton is set to deputise in defence should Haining miss out.
Summer signing Richard Brodie will start up front again for the Shrimps as he looks for his second goal of the season.
Lewis Alessandra and Andrew Wright are both set to retain their starting places after the pair shook off knocks to start on Saturday, while Bentley has no further injury worries.
