The Scotland international is expected to travel to the North East to discuss personal terms before finalising his move to the Black Cats.
Fletcher has been a long-term target of Wearside boss Martin O'Neill as he looks to bolster his striking options at the Stadium of Light.
Sunderland saw a number of bids rejected by Wolves for the 25-year-old, who handed in a transfer request earlier this summer.
But with an agreement finally reached on a fee on Wednesday, believed to be in the region of £15million, the wheels were set in motion for Fletcher to leave Molineux.
The former Hibernian and Burnley man bagged 12 Premier League goals last season but could not prevent the Black Country outfit from suffering relegation to the Championship.
