Sky Tyne and Wear sources have been told that Martin O'Neill has tabled a £10million bid for the Wolves striker and that personal terms could even be agreed by the end of the week.
O'Neill has a long standing interest in the Scotsman and has followed the player closely during his days at Hibernian and Burnley.
Gray believes Fletcher, who scored 12 Premier League goals last season, would benefit from playing with better players.
"Steven scored goals last year in a struggling side who ended up being relegated.
"Put him in a team of better players who create more chances and I think he will get between 15 to 20 goals - which is just what Sunderland need."
Gray also feels the time is now right for Conor Wickham to go out on loan, Gray said: "Connor came with a big price tag, he has found it difficult since he arrived, going out on loan will allow him to get some game time and get some more experience."
