Former Hull City defender Turner joined Sunderland for a fee of around £4m in 2009.
He was a first-team regular under Steve Bruce.
But, after the signing of Carlos Cuellar earlier this summer, current manager Martin O’Neill said that the squad competition was too great for Turner to play regularly.
The 28-year-old defender joins City on a two-year deal.
