Turner has undergone a medical at Norwich after a fee was agreed between the two clubs for the defender's services.
O'Neill confirmed to a press conference that the only remaining details to be decided are between the Canaries and the player himself.
"Negotiations are taking place at this minute with Norwich," said O'Neill.
"He's been given permission, Michael, to go down and speak to them and so we're just waiting to find out what will happen.
"Norwich have been very keen and a fee has been agreed. But we're just waiting to hear from Norwich and from Michael."
The 28-year-old centre-back joined the Black Cats in a £4million deal from Hull City in 2009 and made 24 Premier League appearances for the club last season.
