Martin O’Neill’s side were playing their first warm-up game for the new campaign in the Peace Cup in South Korea.
The result means that they now cannot win the competition for which there is a £2m prize.
The only goal of the game came in the 31st minute as striker Santos finished from close range.
O’Neill picked a strong side including Wes Brown who madea return from injury, but Stephane Sessegnon was not included as he has not travelled on the tour.
Sunderland did have chances to equalize but the closest they came was through Craig Gardner who hit the crossbar with a free kick.
Carlos Cuellar played for his new club for the first time as he replaced Titus Bramble at centre-back as a 64th minute substitute.
They will play either FC Groningen or Hamburg in the third-place playoff.
