The Tangerines look to have their work cut out to hang on to their exciting winger as Everton, Wigan, Aston Villa and Reading are also though to be weighing up potential bids.
The 21-year-old had an outstanding campaign last term for Blackpool scoring seven league goals and was one of the main reasons they made it to the play-off final.
Blackpool boss Ian Holloway is desperate to keep hold of his wing stars in Phillips and team-mate Thomas Ince - but he could have a battle on his hands.
Everton are reported to be in pole position, but it is understood a number of their Premier League rivals are also very keen on landing the Scotland international.
