Fletcher has been linked with a move to the Stadium of Light throughout the summer.
But, Martin O’Neill faces competition for the striker’s signature from Stoke City and Fulham.
Fletcher was Wolves’ top scorer last season, finding the net 12 times as the West Midlands side were relegated from the Premier League.
New Wolves manager Stale Solbakken told the Daily Mirror:'Fletcher and Kevin Doyle and the other strikers are experienced players we want to continue having here.
'But everyone knows that, in football, money talks.
'They're players of great value for us and at this moment in time they're Wolves players. And I hope they will be at the start of the season.'
Solbakken also sais that there are no concrete offers for Fletcher yet but confirmed that if he was to sell the striker, he would hope to have a replacement secured first.
If Sunderland sign Fletcher for £10m, it will be the third biggest transfer in the history of the club.
They have only spent more on strikers Asamoah Gyan (£13m) and Darren Bent (£12m).
