This will be the left back’s third spell with the London club.
He spent last season on loan with the Hammers making 43 appearances as Sam Allardyce’s side gained promotion from the Championship via the playoffs.
McCartney first joined West Ham from Sunderland in August 2006 and spent over two years at Upton Park.
The Northern Irish international returned to Wearside in the September 2008 under Roy Keane but fell out of favour under Sunderland’s next manager Steve Bruce.
McCartney also had two spells on loan with Leeds United during the 2010-11 season.
