The 31-year-old, who has captained Scotland on five occasions, will follow fellow internationals Carlo del Fava and Scott MacLeod in arriving at Kingston Park.
Lawson started his career at Edinburgh before moving to Gloucester in 2006 - helping the side to the LV= Cup and reach the Aviva Premiership play-offs last season.
"I'm really looking forward to joining up with the Falcons this summer," Lawson told the Falcons official site.
"Newcastle's form towards the end of the season was strong and there is a lot we can build upon for next year to move the club forward."
