Senegalese striker Cisse has been in prolific form since joining Newcastle from German side Freiburg, finding the net 13 times in his first 14 premier league appearances.
Meanwhile his countryman Ba was Newcastle’s leading goalscorer for the 2011/12 campaign, and also finds himself at the top of this season’s overall Premier League scoring charts.
Ivory Coast international Cheick Tiote was an African Cup of Nations finalist with his country in February 2012 and was an important part of Newcastle’s run to fifth place in the premier league last season.
The Newcastle trio are joined by six other Africans currently playing in England, including last year’s winner, Manchester City's Ivorian midfielder Yaya Toure.
The Confederation of African Football (CAF) will trim the shortlist down to a final top 10 at the end of October, before three finalists will be selected by a panel of national associations, head coaches and secretary generals.
The eventual winner will be announced at an awards ceremony taking place on December 20 in Accra, Ghana.
