Ben Arfa was warned about his behaviour at a disciplinary hearing in the wake of another major tournament at which Les Bleus found themselves engulfed by internal disputes.
They crashed out of the European Championships at the quarter-final stage to eventual winners Spain, but it was the actions of certain members of their squad which dominated the inquest into their exit.
Jeremy Menez and Samir Nasri were stung with one and three-match bans respectively, while Ben Arfa and Yann M'Vila were also identified as disruptive influences.
All four will play no part in France's friendly date with Uruguay on 15th August, with Deschamps stamping his authority on the squad early on.
"Concerning two players, Yann M'Vila and Hatem Ben Arfa, I took the decision not to select them for this match," he said.
"This decision seems logical and consistent to me given what I expect from the players in terms of attitude and behaviour. It's up to them to understand this decision."
Yohan Cabaye will play no part in France's friendly against Uruguay, with the player using his official website to explain his absence.
He said: "Even though I wanted to be part of Deschamps' first squad, my non-selection is pretty straightforward considering this pre-season.
"After a long season with Newcastle, as well as the demanding European championships, tiredness is showing its effects.
"After having spoken with club doctors, even though this friendly would be very interesting to play in because of the new manager, new staff and the start of a new adventure, it would be better that I didn't play so that I can follow my physical preparation with my club and be fit for the start of a season with big dates to come."
