The Hungary international was released by the Magpies at the end of last season but has been snapped up by the Eredivisie outfit on a two-year deal.
Kadar joined the Premier League club in 2008 from Zalaegerszegi TE, with whom he started his career in Hungary.
However, he could not break into the first team, with his stay at St James' Park blighted by injury, and was not offered a new deal.
The 22-year-old has now been given a chance to resurrect his career in Holland.
Roda technical director Gerard Wielaert told the club's official website: "We are delighted that we have signed Tamas shortly before the start of the season."
