Manager Alan Pardew had been hoping to complete a double swoop on the Eredivisie club but looks to have missed out on Luuk de Jong, with the striker seemingly bound for Borussia Monchengladbach.
However, Newcastle remain committed to their interest in Douglas and have now made an offer.
The Brazilian admitted last month that he was looking to move on to pastures new and that he was keen to test himself in a tougher league than Holland.
Chelsea and Tottenham have also been linked with a move for the 24-year-old, but Newcastle are seemingly at the head of the queue.
The club dispatched a delegation of managing director Derek Llambias and secretary Lee Charnley to Holland in early July to open discussions.
And the prospective transfer has now moved on a stage with the Magpies waiting to hear if their opening bid will be accepted by Steve McClaren's side.
