Ba has been consistently linked with a move away from the club.
Earlier in the summer it was revealed that he has a release clause in his contract thought to be around £7m.
Harper says that Newcastle must retain him and other star players if they are to improve on last season.
Alan Pardew's side finished fifth last season and qualified for the Europa League.
Ba finished as the club's top scorer with 16 goals but his last strike came in the side's 2-1 win over Aston Villa on February 5.
Harper was speaking at the Percey Hedley 'Reason To Swim' event.
