Peter Russell joins as first team coach, subject to a successful work-permit application.
Former Highlanders assistant-coach will make the move to England to work under director of rugby Dean Richards at Kingston Park.
Russell, who helped developed the likes of All Blacks trio Hika Elliot, Israel Dagg and Zac Guildford during his coaching career, has been out of work since leaving Hawke's Bay in 2011.
Steadman joins as defence coach after leaving the Scotland national set-up.
He has been working for Sale Sharks on a part-time basis during his time with Scotland.
Steadman joins in replacement of Mike Ford who left the Falcons with Gary Gold at the end of last season.
But, Richards has moved to retain forwards coach John Wells.
Wells was brought in by Gold in January and was rumoured to be leaving Kingston Park.
But, he has signed a new two year contract tow work under new director of rugby Richards.
