The Fijian international fly-half joins after a spell in his native domestic league after he was unable to secure a professional contract in European rugby following last year’s World Cup.
Luveniyali, 26, has 16 caps for Fiji and can also play as a centre or full-back.
Incoming Falcons’ director of rugby Dean Richards signed him for Harlequins in 2008 but after Richards’ departure, Luveniyali fell out of favour.
He has also spent time with Championship side London Welsh on loan from Quins and has previously played for Fijian side Crusaders.
He will compete with Kiwi fly-half Jimmy Gopperth for a place as the Falcons’ number 10.
