Tu'ipulotu is the club's fourth signing in a week, after Scotland scrum-half Rory Lawson, Italy lock Carlo del Fava and former Scotland second row Scott MacLeod joineded for the 2012/13 season.
The 31-year-old made 52 Premiership appearances for the Falcons between 2008 and 2011 before he opted to move to Japanese outfit Yamaha Jubilo.
Tu'ipulotu, though, has now agreed a two-year deal - and he can't wait to play for the club once again.
Tu'ipulotu, who scored the winning try in the 2011 LV= Cup semi-final against Harlequins, told the club's official site: "I am truly grateful for the opportunity to join the Falcons again.
"When I initially left the Falcons for Japan it was a very hard decision for me and my family to make.
"During my time away Semore Kurdi has taken over the club, and it is great to see the progress that has been made under his leadership, especially with the appointment of Dean Richards as director of rugby.
"My family and I cannot wait to be back in Newcastle and I am looking forward to being part of a team that strives to perform to the expectations of its loyal supporters."
