The striker turned down a new contract at the International Stadium in May.
Luton have been long-term admirers of the striker and had bids turned down for him in January.
Shaw, 28, scored 28 goals for Ian Bogie’s side last season.
Gateshead have moved quickly to secure a replacement though as striker James Brown joined on a free transfer from Hartlepool United.
