The move brings Bartlett back to his native Tyneside.
He was a trainee at Newcastle United and has spent the last three years with Hereford.
Bartlett, 26, made five international appearances for England C whist with first senior club Blyth Spartans.
He moved to Kidderminster Harriers in 2008 and joined Hereford in 2009.
Bartlett played 20 times for United last season as they were relegated to the Blue Square Bet Premier on the final day of last season.
He joins after manager Ian Bogie decided to release both of last season’s goalkeepers - Tim Deasy and Paul Farnham.
Bartlett is Gateshead’s second signing of the summer after striker James Brown joined earlier this week.
11 of the 12 players offered new contracts at the club have signed them while top scorer Jon Shaw has left Gateshead after rejecting improved terms.
