Brown, 25, joins Ian Bogie’s side after his release from Victoria Park.
He has signed a one year contract at the International Stadium and becomes Bogie’s first signing of the summer.
Brown was once the subject of reported interest from Newcastle United whilst at the Victoria Ground.
He made 175 appearances during his time at Hartlepool.
Brown’s signing follows the recent departure of 35-goal top-scorer Jon Shaw from Gateshead.
