Shaw scored 45 goals in 80 appearances for Gateshead and finished last season as third top scorer in the Blue Square Bet Premier with 28 goals.
He said: "I have had a great two years at Gateshead and thoroughly enjoyed it, so telling the club I would not be signing my new contract was difficult.
"I am getting to the stage in my career where I want to be testing myself at the highest level possible."
Shaw has admitted he does not know who he will join after he leaves Gateshead but he already has offers to consider:
"I have had offers from a few clubs and I will now sit down with my agent and family and decide what move is best."
